Compensation Schedules and Crew Composition
A. Normal

Travel Fee:
In the event of unforeseen circumstances, if a crew has not received at
least one game fee for the day, that situation will entitle each official to
a $10.00 per official travel fee.
All officials
will be paid in full no later then halftime of the crew's last scheduled
game.
In the event,
an official is late in arriving at a game venue the individual may be paid
in increments of quarter games actually worked.
B.
Definitions - Cancelled, Suspended, Forfeited, Pre-Playoff Shootouts,
Waiting Times, and Home Coming supplemental fee:
Definitions:
A Cancelled game was never
started with an opening kickoff.
A
Suspended game was stopped by on-field officials for any reason before
its normal conclusion.
A
Suspended Indefinitely game was a suspended game that may be continued
on another day.
The decision
to start a game or cancel a game or ‘suspend indefinitely’ a game is up to
the on-site home field AYFL League Representative.
Examples:
Following an opening kickoff, officials will be paid a full game fee
regardless of any event that terminates a game before its normal
conclusion. Foreseeable situations include: (i) A game is stopped with
four minutes left in the 1st quarter, because of weather, power failure,
ground conditions, or any other reason and the on-site League Representative
determines that the game will not be resumed that day. The game will be
classified as ‘suspended indefinitely’ and the officials will receive a full
game fee; (ii) A suspended indefinitely game from another day, regardless
of the time remaining to be played, will result in a $25.00 per official
fee; (iii) Following an opening kickoff, any game forfeited, in accordance
with National Federation State High
School Association (NFSHSA) or Florida High School Athletic
Association (FHSAA) supplemental rule, or shortened because of serious
player/coach/assistant/spectator misconduct is considered to have reached
its normal conclusion and officials will receive a full game fee.
In the event
of Suspended Game, the home team League Representative will strictly adhere
to the “Waiting Time” formula published in the current AYFL By Laws before
declaring the game Suspended Indefinitely.
In the event
a shoot-out is necessary for seeding, officials will be compensated as
follows:
1) If one or
two contests (regardless of number of series needed to finish) require a
shoot-out then the officials will be paid $25.00 per official. Example:
Team A plays Team B then the winner plays Team C would result in a $25.00
per official fee.
2) If more
three or more contests require a shoot-out, a regular-season game fee, at
the rate for the regular season highest division level played, will be paid
to each official regardless of the number of series needed to finish.
Any “Home
Coming” or similarly named or designated field festivities which extends the
starting time more than five minutes following the preceding game will
result in an additional single-day $10 fee for each official.
C.
Crew Composition:
Each crew
will consist of: During the Pre and Regular Season - a Referee, Umpire,
Linesman, Line Judge, Timer, and during the Post Season (two Playoff
weeks/Super Bowl) play in the 40 min games, will additionally include a
Field Judge, Side Judge, and Back Judge. Unless teams request in advance a
normal compliment of officials, the Pee Wee Div. game will have three
on-field officials and for this game only, the official clock will be on the
field. The Crew Chief will designate all field position assignments.
Officials
will work on assigned crews. Veteran officials, designated as Crew Chiefs,
appointed by the FYFOA Commissioner will choose crewmembers. A ‘veteran’
for purposes of this contract is defined as an official who is currently;
was previously; or is otherwise eligible to assume the role of a high school
varsity crew chief or is a National Collegiate Athletic Association
official.
Input will be
solicited from the AYFL President, however the designation of Crew Chiefs is
the sole prerogative of the FYFOA Commissioner.
Section 3:
Miscellaneous
Conditions
A.
Daily the FYFOA will provide officiating coverage at no more than seven
venues.
B.
The FYFOA will provide at least three on-field varsity high school
qualified football officials on each crew to service all Pre-Season,
Regular-Season, and All-Star games. All Playoff and Super Bowl games will
be serviced with only varsity high school qualified officials. This
contract specifically excludes any officiating services beyond the All-Star
games.
C.
All games will be officiated in
accordance with NFSHSA, FHSAA rules and where specifically superseded, by
AYFL By-Laws which will be posted on its web site.
D.
AYFL will provide current NFSHSA Football Rule Books for all head coaches.
E.
AYFL will ensure that all playing fields are clearly marked in accordance
with all NFSHSA and FHSAA rules including: a minimum two-yard safety belt,
coaches area, and team box.
F.
Unless circumstances dictate otherwise, following the initial game of the
day, the starting time of subsequent games is five minutes after the
end of the preceding contest.
G.
To assist in the prompt starting of games and as needed for the efficient
administration of each contest, the AYFL will ensure that line-to-gain, and
down-box operators are adults. It is the responsibility of the home team to
ensure that at least three (four is recommended) operators are on the field
before the opening kick off of each game and following half
time or at the option of the Referee suffer the prescribed penalty for
delay.
H.
The AYFL will have readily identifiable league/field representatives at each
game site to assist the officiating crew with any on-field or security
issues.
I.
Conflicts: All disputes involving officials will be investigated upon
receipt of a written complaint from the AYFL President. The FYFOA
Commissioner will forward it to a Referee Complaint Committee (comprised of
veteran football officials) for investigation and if applicable a
recommendation of sanctions. The findings, and when appropriate
disciplinary actions imposed, will be reported to the AYFL President as soon
as possible. While the composition of the Referee Complaint Committee is at
the sole discretion of the FYFOA Commissioner, the AYFL President will be
consulted regarding its membership. The AYFL may appoint one Board member
to monitor on-going Referee Complaint Committee investigations.
Undocumented
complaints/incidents will not be reviewed or verbally discussed. Incidents
forwarded after AYFL By Law time limitations, established for submission of
disputes or grievances, are deemed to be time-barred and will not be
investigated.
It is the
responsibility of the concerned league rep, or head coach, or crew chief to
document in writing any situation requiring an administrative review. In
the case of an AYFL generated report, the method for submission of an
incident report/complaint will be from the AYFL President to the FYFOA
Commissioner via email.
Every effort
will be made to expeditiously resolve serious incidents during the season so
that a disposition may be achieved by the next AYFL Board meeting following
the incident. Serious situations require the reporting party (head coach,
league rep., or crew chief) to submit an incident/complaint report no later
than 6:00 p.m. on the day following the event.
J.
The FYFOA Commissioner or designee will attend, during the regular season,
AYFL Board meetings and other meetings designated by the AYFL President as
involving officiating matters.
K.
Signature by the parties acknowledges their express intent to bind their
respective organizations and any successor officers to the terms and
conditions in this agreement.
